Congestion Charge & Hire Cars: Everything You Need To Know

You will have to pay the daily charge if you drive within the (CCZ) London Congestion Charge zone between 7am & 6pm, Monday to Friday.

This also applies to hire car drivers, if you are collecting/returning a vehicle within the CCZ or travel within it at any point during your rental. You are liable for the charge and should follow the same instructions as if it were your own car. Failure to pay may result in an administration charge on top of the fine you may receive.

If you are intending to hire a car and will be travelling into the CCZ regularly, then it will be worth asking your supplier for a rental vehicle that is exempt from the charges. See more below..

What is The CCZ?

The current London congestion charge zone covers the area within the London Inner Ring Road which includes both the City of London and also the West End. Although primarily a commercial area, out of London’s population of near 9,000,000 there are over 130,000 residents within the CCZ.

Starting at the northernmost point and moving clockwise, the major roads defining the boundary are Pentonville Road, City Road, Old Street, Commercial Street, Mansell Street, Tower Bridge Road, New Kent Road, Elephant and Castle, Kennington Lane, Vauxhall Bridge Road, Park Lane, Edgware Road, Marylebone Road and Euston Road (other roads fill the small gaps between these roads). Signs were erected and symbols painted on the road to help drivers recognise the congestion charge area.

What Times Are The Charges In Force?

The CCZ is active between the hours of 07:00 and 18:00 Monday to Friday. It is not active on Weekends, Bank Holidays (England) and from the 25th December (Christmas Day) to the 1st January (New Years Day) inclusive.

How Much Is The London Congestion Charge?

The standard charge is £11.50 per day if paid by midnight on the day you enter the CCZ. if you pay by the end of the following day then this increases to £14.

You can reduce this charge by setting up an account with CC Autopay. This is an automated system that allows you to register up to 5 vehicles and pay monthly for all travel within the CCZ. Consequently, this reduces the charge to £10.50 per day per vehicle.

If you have more than 5 cars to register or a business you can register with Fleet Auto Pay. By doing this you will be charged £10.50 instead of £11.50.

Failure to pay will result in a Penalty Charge Notice for £130, this can be reduced to £65 if paid within 14 days, but will increase to £195 if it remains unpaid after 28 days.

How To Pay The Congestion Charge

You can pay the congestion charge online via the TFL website up to 90 days in advance of your expected journey, on the day of travel or by midnight on the following day.

As well as online, you can pay the Congestion Charge via CC Auto Pay, by telephone, by text message or using the new smartphone app.

CCZ Exemptions, Discounts & Refunds

Refunds are usually available to those who pay in advance and whose plans change. Reimbursements are available to NHS patients who are assessed to be too ill to travel by other means (this will need to be substantiated), NHS staff and fire fighters using vehicles on official business. Residents living within a specified distance or inside the CCZ are eligible for a 90% discount which is charged via CC Autopay.

Do I Need To Pay The Congestion Charge?

The automated system gives free travel to registered vehicles which meet certain emission requirements.

  • Vehicles that emit 75 g/km or less of CO2 and meet the Euro 5 emission standard
  • Vehicles with nine or more seats
  • Motor-tricycles
  • Two-wheeled motorcycles (and sidecars)
  • Mopeds
  • Accredited breakdown companies and roadside recovery vehicles
  • All-electric vehicles (BEVs)
  • Eligible plug-in hybrid electric vehicles (PHEVs)

If you drive a plug-in electric drive vehicle, you will qualify, if your vehicle is registered with the DVLA and is on record with a fuel type of “electric”. Alternatively, if your vehicle is a “plug-in hybrid” and it is on the Government’s list of PHEVs eligible for the OLEV grant you will qualify.

What Can I Get For My Budget?

With a weekly budget of between £120 – £150 you can hire a fairly basic city car, such as a Ford Figo (Ka to you and me) a Mazda 2, a Nissan Sunny or any other similar car. generally 3 door hatchbacks without air conditioning.

For £200 – £300 per week you can hire a larger vehicle with the much needed air conditioning. Cars such as the Honda Civic, Ford Focus, Renault (Dacia) Duster or even an Alfa Romeo Giulietta.

With a slightly larger budget a larger range of vehicles becomes available. For £350 to £450 per week, you can hire an SUV like a Toyota RAV4, Mitsubishi ACX and Ford Escape. Larger saloon cars also fall into this price bracket. Mercedes C Class, Infiniti Q50 and the Chevrolet Impala are available at this price.

That pretty much covers the types of vehicles that we book day in day out for our regular customers.

What If I Want Something A Bit Special?

For those not looking for regular, lets have a look at what you can hire if the budget is not at the top of the priority list.

Continuing on from our posts about hiring a car in winter, we have been asked what’s the next best thing if you don’t have or cannot hire a 4×4. Well if you have a choice between front wheel drive and rear whel drive there is only one smart option.

Front wheel drive is the better option when it comes to driving in winter, ask anyone you know who has a rear wheel drive BMW or other sporty car. The reason being that, front wheel drive cars only send power to the front weels, and as most of the weight of that car is over the front there is more traction as those wheels are being pushed in to the road.

Rear wheel drive vehicles are the opposite and these are the vehicles that you tend so see abandoned at the side of the road with the first site of snow or ice with the owners probably walking to work or the nearest car hire company looking for a 4×4 or front wheel drive car hire.

I wont bore you all with the science of it but this is the general response from people when asked or from the research I have done online recently, if you do not have a 4×4 or connot get one then front wheel drive vehicles are the next best thing.

Rental vehicles tend to be front wheel drive, as it tends to be the cheaper option when buying or leasing them so they are popular with the suppliers. When making your booking it is difficult for your supplier or broker to tell you exactly what vehicle will be supplied as fleet changes happen quite often.

A general rule of thumb is, unless you specifically request a 4×4 or sports car then you will probably be supplied a front wheel drive car. We deal with many suppliers and know from past experience that winter is the busiest period for 4×4 hire vehicles, so if you find yourself stuck and in need of a hire car then front wheel drive car hire is the better option for you.

Why Do Car Hire Companies Require A Deposit

When hiring a car ALL car hire companies require a deposit. The amount of this can vary which we will come on to, but the sole reason for the deposit is to protect themselves against loss.

When I say loss it would be one of many reasons. If you return the vehicle late they can deduct the additional rental cost from your deposit before refunding it or if the vehicle is returned damaged they can deduct the amount of the insurance excess.

How Much Is The Deposit?

Generally the deposit for car hire in the UK can vary between £500 to £2000, sometimes even more than that. In very rare cases you might find a supplier who only charges a fuel deposit of lets say between £100 to £150. The amount of the deposit usually reflects the amount of the insurance excess on your agreement, the excess is the amount you are liable for in case the vehicle is damaged. How Do I Pay The Deposit?

Most suppliers will block the deposit amount on your credit card, this means they are not actually taking anything but freezing an amount on the car until the need arises for them to take it. Much like checking into a hotel or setting up a tab in a fancy restaurant.

If you do not hold a credit card then there are suppliers who will allow you to hire a vehicle with a debit card, click here to see more. if you use a debit card, the supplier cannot freeze the money therefore it will leave your account and be refunded to you when the vehicle is returned, providing there is no need for them to charge you an amount of it.

When Will The Deposit Be Refunded?

The deposit should be refunded as soon as the agreement ends, obviously give them a little leeway for processing paperwork ect. This doesn’t mean that the amount will show back in your account immediately.

Sometimes banks can take time to process these transactions. A few days should be ample time but we have known it take up to 2 weeks. Be assured that it is on its way back to you, if you do require any clarification, the customer service team of any rental company will be able to tell you when the hold was released and your bank should be able to see that also.

Can You Avoid A High Deposit?

Yes, you have a couple of options here. As mentioned above there are suppliers who only take a fuel deposit for their cars. This basically means charging you for a full tank of fuel and returning it full. This deposit will then be returned to you.

Your other option with some suppliers is to reduce the amount of your excess liability. If you take their zero excess option which will incur a daily charge, they will not need a deposit to cover themselves because you wont have to pay should the vehicle be damaged. Obviously this is on the basis that you have stayed within the limitations of your terms and conditions.

An International Driving Licence or IDP (International Driving Permit) is exactly that, a permit that allows you to drive in other countries that wouldn’t ordinarily accept your driving licence for various reasons. The main reason being the language barrier. Your driving licence will still be required, the IDP is just a permit to accompany your original.

The permit is simply a document that translates the information on your licence into a more legible language for the destination country, with a few exceptions.

I Have A UK Licence, Do I Need An International Driving Licence In Europe?

If you hold a full valid UK photo-card licence that came into circulation in 1998 then you are able to drive within the European Union (EU) and European Economic Area (EEA) without an international driving licence.

If you still hold a paper licence from prior to 1998 then you will either need to apply for a new photo-card licence or you will be required to provide an International Driving Licence in all EU countries.

I Have A UK Licence, Do I Need An IPD Outside Of Europe?

There is no blanket black and white answer to this, our general rule of thumb is that if English is not the first language in that country then the chances are you may need an IDP. Our suggestion would be to apply for one just in-case.

An example being in the USA, with a UK licence you do not need an international driving licence. But in the event of an accident they much prefer you to have one because it makes their jobs easier. Individual rental or insurance companies can require them as additional identification. So as Franz Kafka said,

Better to have, and not need, than to need, and not have.

How Do I Get An International Driving Permit?

Its pretty straight forward, simple pick up a form from your local post office or visit them online at The Post Office. It will set you back £5.50 but can be validated anytime within the next 3 months and will last 1 year. So you don’t need to apply every time you travel, only when your international permit expires.

Do I Need An IDP To Hire In The UK?

If you do not hold a driving licence issued within the EU or one that has been printed in the Roman Aplhabet (English) then yes you will need an international driving licence from your country of origin. Do not apply via the above link, this is for the UK post office. The authority that issued your licence will be able to provide you with an International Driving Licence.

I’m Flying To Paris, What Is The Best Price?

We offer car rental services from all airports in and around Paris. Orly, Charles de Gaulle and Le-Bourget. Prices do differ at all 3 depending on the supplier, here are some examples of the prices as of today 25/04/18.

The quotes are to collect on Monday 24th September and Return at the same time on Monday 1st October.

Charles de Gaulle

An Economy 5 door car, like a Ford Fiesta is currently £132.78 at CDG Airport. This is with the supplier Firefly who are the budget arm of Hertz, who are charging almost double for the same period. Obviously there are terms and conditions to consider but at the moment, for France in general that is pretty cheap.

Orly

With the same supplier at Orly Airport the price for the same vehicle actually drops to £124.98. Again the more ‘well known’ suppliers are more expensive but not as much as CDG. Here you can hire the same car with Enterprise for £170.34.

Le-Bourget

Amazingly Avis come out with the best price at Le-Bourget with a cost of £148.71. Slightly higher than the other airports but if you saved money on your flight, it maybe worth your while.

I’m Using The Eurostar

If you are travelling from the UK to Paris on the Eurostar then you may want to hire your car from Gare Du Nord. Avis again come out on top with a price of £124.14 for the same vehicle.

I’ll make My own Way There

If you are just looking to hire a vehicle once you have arrived then you may be looking in the surrounding areas like Versailles, Trappes, Rambouillet and Plaisir. Here you will find car hire readily available but only with the larger suppliers ‘House Hold Names’ like Avis, Hertz and Enterprise. Prices will be similar across the board until we are closer to the start of the event.
